It’s not exactly that he wants them to be cut - it’s that he believes that it’s the states’ responsibility to be doing many of the things the Federal government is doing.

And it’s not that I don’t want to take out the trash, it’s just that I believe it’s the dog’s job to do…

If you understood Paul’s point……its not about whether states would do anything or not….its a matter of who’s decision the constitution lawfully makes it, and the fact that the ever expanding federal government has no authority or business in many areas that its involved in. He want’s the decisions to be back in the hands of the states….you know like a Republic is supposed to be run.
